Teen Struck and Killed by Off-Duty Officer

A well-liked Windsor Locks teenager, struck and killed while riding his bicycle, is being remembered.  Police say off-duty officer Michael Koistinen hit 15-year old Henry Dang at the corner of Spring and West Streets early Saturday morning.

"He didn't deserve it.  It shouldn't have happened like this," said John Orlando, a friend of the teenager.

Neighbors say they saw the teen lying in the middle of the road.  Police aren't saying much, only that Koistinen was driving west on Spring around 12a.m. Saturday.

The Windsor Locks sophomore is being remembered as a well-liked, well-respected student who played basketball and ran track.  Grief counselors will be available for students as they remember the beloved teen on Sunday at the High School Guidance office from 12-2p.m.

"He was a jokster.  He would tell jokes all day.  He didn't have a problem with anyone at all, everyone he me he got along with," said Orlando.

A memorial service is scheduled for 1p.m. Sunday at the Windsor Locks Congregational Church on Main Street.  Student plan on holding a memorial service 7a.m. Monday in front of the high school.
