A Hartford toddler is recovering in the hospital after falling out of a third story window on Broad Street while his mother smoked marijuana on Saturday evening, police said.

The 2-year-old was playing near an open window in his kitchen around 5 p.m. on Saturday while his mother was smoking marijuana at the kitchen table, Hartford police said.

The boy was rushed to Connecticut Children’s Medical Center with a broken arm, facial cut and a bruised liver was, police said. His condition has not been released.

Santiago's neighbors said they visited the child at the hospital and that he is going to be OK.

"Nobody's perfect," Angel Rivera said. "Things do happen. ... 'I never heard her mistreat her kids or anything. As far as I’m concerned, she’s a good mom."
