Windsor Man Arrested for Fleeing Scene of Fatal Crash

Rafael Quiroz, 22, was arrested for leaving the scene of an accident that killed Christopher Torres in September.

A Windsor Man is under arrest Friday in connection with a deadly crash that killed his passenger, according to police.

22-year-old Rafael Quiroz crashed his car on Route 159 on September 7th. He and two other passengers fled the scene.

Officers found Christoper Torres in the back seat of the car at around 12:46 a.m., and tried to resuscitate him.

Torres was taken to Hartford hospital where he was pronounced dead.

Quiroz faces multiple charges including negligent homicide, speeding, evading responsibility, and driving without a license and registration.

He posted bail $10,000 bail and is due in court on Monday.
