Cop Impersonator Tried to Handcuff Woman

Tuy Chhinnarith is accused of impersonating a police officer and trying to handcuff a woman in West Haven.

A 22-year-old West Haven man was arrested on Saturday, accused of identifying himself as a police officer and trying to handcuff a woman.

The two female victims told police that they were at Campbell Avenue and Atwater Street on Saturday when a suspicious man wearing a “Police Narcotics” T-shirt approached them.

The man, identified as Tuy Chhinnarith, of Valley Brook Road in West Haven, was talking on his cell phone when he approached the women and requested “black and whites to respond to his location,” police said.

He then pulled a pair of handcuffs from a backpack, walked toward one of the females and attempted to handcuff her, police said. 

The victims shouted that they were calling the police and Chhinnarith fled, according to police.

When West Haven police found Chhinnarith, they said he had the narcotics shirt and two pairs of handcuffs.

Chhinnarith works security in Hamden, according to police. He was charged with impersonation of an officer and breach of peace. 

Chhinnarith was held at the West Haven police department on bond and released on Monday.

He is due in court on Sept. 11.
