A maintenance worker cleaning a culvert on Interstate 84 in Middlebury found two dead dogs stuffed in garbage bags, according to the Department of Transportation.
A spokesperson for the DOT said the worker was part of a bridge maintenance crew clearing out a culvert under I-84 near exit 17 in Middlebury.
The dogs, two bull mastiffs, did not have tags or collars.
The crew notified the DOT, which contacted animal control and state police.
It's not clear who left them there or how the dogs died.
