Hartford police have blocked Capitol Avenue between Flower and Babcock streets on Wednesday morning and the Hartford Courant is reporting that members of the SWAT team responded.
The Courant also reports that residents heard two blasts just after 5 a.m. and police told residents to remain in their homes,
