Haitian Immigrant on Trial for Murder of Norwich Woman

A Haitian immigrant who served a 17-year prison sentence after an attempted murder conviction is back on trial after police say he fatally stabbed a Connecticut woman just months after his release.

Police say Jean Jacques stabbed 25-year-old Casey Chadwick on June 15 in Norwich, after finishing his prison term in January.

Authorities tell The Bulletin the stabbing would not have happened had the 40-year-old Jacques been deported. State officials say Jacques appeared to fit all the necessary criteria for deportation and was remanded into ICE custody.

Federal immigration officials said they could not comment.

Jacques is on parole for a fatal 1996 shooting and was convicted in 1997 of attempted murder.

Jacques refused to open his eyes or speak with his attorney, the judge or an interpreter in court this week.
