Man Charged in Shooting in Front of Hartford Elementary School

Hartford police have charged a man accused of firing off gunshots that struck an elementary school in September of last year.

Antwaine Tinsley, 32, of Hartford faces charges of first-degree assault with a firearm, criminal possession of a firearm, carrying a pistol without a permit, first-degree reckless endangerment, and risk of injury to a minor. Tinsley was arrested in connection with a shooting in the North End of the city last year.

According to police, on Sept. 14, 2015 around 4:11p.m. officers responded to the area of 95-97 Vine Street for a shot spotter activation and an anonymous report of gun shots in the area. Police found a scene in front of the Milner Elementary School, which had already been dismissed for the day.

Police discovered a window to one of the classrooms had been struck by bullets.

As a precaution police searched the entire school and determine that no students, staff or parents were injured. A short time later a victim with a gunshot wound to the thigh walked into Saint Francis Hospital for treatment, but the victim as uncooperative with police.

The Shooting Task Force took over the investigation and developed Tinsley as a suspect. On February 9, 2016, they obtained an arrest warrant. Tinsley, who is currently incarcerated, was presented with the warrant on Sept. 8, 2016.

Police said Tinsley had 20 previous Hartford arrests and is a convicted felon.
