Man Accused of ‘Sexual Depravity' in Winsted

Winchester police have arrested a Torrington man who is accused of “performing an act of sexual depravity” on a woman at a shop in Winsted.

Police said 30-year-old Jean Leconte, of Torrington, is accused of approaching a woman in a local shop and “performing an act of sexual depravity on her while she was picking up items from the floor.”

Leconte, who police said was previously arrested in connection with similar incidents in Fairfield and Trumbull, was identified by his picture in the Connecticut Sex Offender Registry.

The sex offender registry said Laconte masturbated in public in department stores on numerous occasions between 2010 and 2013 and on at least two occasions masturbated and ejaculated on victims while their backs were turned toward him.

He was arrested this morning on an arrest warrant charging him with sexual assault in the fourth degree, public indecency and breach of peace in the second degree.

Bail was set at $10,000.
