Jie Li was arrested in Windsor Locks.

A 44-year-old New York man was arrested in Windsor Locks on Wednesday, accused of organizing illegal activities at Century Spa in Windsor Locks, according to police.

Jie Li, of New York City, surrendered to police at about 5 a.m. on Wednesday and was taken into custody after an arrest warrant following an extensive investigation of the spa located at 5 National Drive.

This is the second arrest police have made after receiving complaints of illegal activity at the spa.

In December, Windsor Locks Police arrested the owner of Century Spa, 38-year-old Chun Lan Tam Wang, who was accused of holding another woman captive in the spa for two weeks.

Police say she ran the day-to-day activities of the spa.

According to Police, Li leased the property where the spa is located and hired the employees of the spa, promoting prostitution.

Li has been charged with one count each of human trafficking, promoting prostitution in the second degree and threatening in the second degree.
