Two Arrests in Willimantic Baby Death

The baby's mom has been charged.
State police have made a second arrest in the death of a 3-year-old Willimantic girl.
State police said the child, Athena Angeles, resided at 112 Hope Street with her mother, Rosa Diaz, her 2-year-old sister and the mother’s live-in boyfriend, Fredy Alexander Chingo Riz, 24.
The Windham County State’s Attorney Office contacted the State Police Eastern District Major Crime Squad on Nov. 23, 2011, asking detective to investigate the death of the girl, who had been transported to Windham Memorial Hospital in cardiac arrest.
Riz has been charged with manslaughter I, assault I, assault II and risk of injury in connection with the child’s death.
On June 18, an arrest warrant was signed charging Diaz with manslaughter I, two counts of risk of injury, interfering and making a false statement. She was arrested on June 19 in Mansfield.
