Vice President Joe Biden is delivering the keynote address at the U.S. Coast Guard Academy graduation today and started his address by sending thoughts and prayers to the people of Moore, Oklahoma who are dealing with the aftermath of a powerful tornado.

He then commended Gov. Dannel Malloy for his response after the tragic shooting at Sandy Hook Elementary School in Newtown in December.

This is not Biden's first trip to Connecticut this year.

He made a previous trip to rally support for the gun control proposals of Obama in the wake of the Newtown school shooting.

The academy in New London has about 1,000 cadets in its four-year program. Students graduate with a bachelor of science degree and an obligation to serve five years in the Coast Guard.

In 2011, President Barack Obama delivered the keynote address at the academy's graduation. U.S. presidents traditionally address the graduating class at one of the federal service academies on a rotating basis.

Last year, Department of Homeland Security Secretary Janet Napolitano spoke at the ceremony.
