Man Charged in 1996 West Hartford Reservoir Rape

Police have arrested the man accused of raping a woman at a West Hartford reservoir in 1996.

William Newtown, 50, of Manchester, was taken into custody in Plattsburgh, N.Y. after police reportedly found him near the Canadian border. He was considered a fugitive from justice and was apprehended the morning of April 21.

Newtown waived extradition and was taken to the West Hartford Police Department, where he was charged with first-degree sexual assault, police said.

He was released on a $75,000 surety bond and is due in court May 8.
