Tax Hikes Hit Retroactively

Many people will not have had enough money withheld for personal income tax.

When Gov. Dannel Malloy signed the new state budget into law earlier this month, income taxes for many state residents went up retroactively.

Despite the fact that the state's fiscal year doesn't begin until July 1, the budget appropriations law makes the increases retroactive to Jan. 1.

Kevin Sullivan, commissioner of the state Department of Revenue Services, told the Waterbury Republican-American that this is typical because the tax year begins on the first of the year.

The tax increases affect people who make more than $50,000 per year.   

The result is that a majority of taxpayers haven't had enough withheld from their paychecks over the first five months of the year to cover the higher rates and will need to have more withheld through the end of 2011 to make up the difference or face a debt to the state when they file their taxes next April.

The state has released a withholding table that should help taxpayers catch up.
