“Top Hat” Oil Chamber Lowered Over Oil Well

A second, smaller oil containment chamber known as a "top hat" because of its shape was lowered into the Gulf of Mexico on Tuesday evening in another effort to contain the oil gushing from the Deepwater Horizon explosion.
