State lawyer apologizes for posing as a parking attendant and getting ethics chief fired

A state lawyer is apologizing for a fake letter that played a role in the firing of the State Ethics Chief.

Maureen Duggan has told a panel of lawyers she's sorry for posing as a parking lot attendant in a letter in 2004 that led to the firing of Alan Plofsky. Her comments Thursday came before a three-member committee in Hartford that is reviewing misconduct charges.

The committee has 60 days to approve or reject a settlement under which Duggan would accept a reprimand. Duggan, now a lawyer at the State Department of Children and Families, must keep her law license to keep her state job.

Plofsky denied all charges and appealed to a state panel that reinstated him, but not to his old job. He retired in May.
