Convict Who Escaped from Hartford Captured

The man was handcuffed and somehow escaped.

The convict who escaped from a state police cruiser parked in front of a halfway house in Hartford early Saturday morning was captured on Tuesday night.

Luis Delgado, 41, of Hartford fled the cruiser early Saturday morning. A trooper took him into custody after an investigation at the Cheney Halfway House, where Delgado had been sent to complete his sentence, police said.

Delgado had been handcuffed inside the police cruiser, but somehow managed to break free while the officer was inside the home, police said.

Police used dogs to search for Delgado, who they said has ties to both Hartford and Lebanon.

They apprehended him on Weston Street in Hartford at 11 p.m. on Tuesday. He is being held on bond and will appear in Hartford Superior Court on Wednesday to answer to an escape from custody charge.
