Former Hospital CEO Sentenced to 33 Months

He stole almost $200,00o from medical centers, prosecutors said.

The former CFO of Danbury Hospital was sentenced to 33 months in prison and three years of supervised release for stealing almost $200,000 from Danbury Hospital and Catholic Healthcare Partners, a not-for-profit health system that operated St. Rita's Hospital in Lima, Ohio.

William Roe, 55, of Wilton, pleaded guilty on Jan. 4, 2011 to one count of wire fraud and was sentenced on Monday.

Roe served as Chief Financial Officer of St. Rita’s Hospital in Lima, Ohio, from 2006 through early 2009, and as CFO of Danbury Hospital from early 2009 through August 2010. He also created a company called Cycle Software Solutions. 

For about two years, beginning in July 2008, Roe used Cycle Software Solutions to defraud St. Rita’s Hospital and Danbury Hospital by billing the hospitals for software and services that were never provided, according to the U.S. Department of Justice. 

He billed St. Rita’s Hospital approximately $75,000 for services that were never provided and billed Danbury Hospital approximately $95,000 for software that was never provided, according to the U.S. Department of Justice.

According to Healthcare Finance News, Roe was accused of misappropriating $166,166 from Danbury Hospital and $33,500 for Catholic Healthcare Partners.

Roe was arrested in Aug. 17, 2010, released on bond and told to have no contact with anyone affiliated with Danbury Hospital and not the leave the state, according to a news release from the FBI. He was arrested three days later in Pennsylvania.

Officials said Roe broke the no contact order just hours after being arrested when he contacted Danbury Hospital’s CEO so many times that he was charged with witness tampering and obstruction of justice, the Scranton Times-Tribune reported.

Judge Vanessa Bryant ordered has Roe to pay restitution of $75,000 to St. Rita’s Hospital, and $141,166 to Danbury Hospital.
