Man Charged With Filming Girl in Shower

A 37-year-old East Hartford man was arrested for allegedly setting up a cell phone camera in his neighbor's shower and filming a 13-year-old girl.

He appeared in court on Monday and the judge set bail at $75,000.

Police said Cesar Torres-Cruz, of 94 Olmsted St., set up a smart phone camera in the basement shower of a subdivided apartment.

The camera captured a 13-year-old girl in the shower, according to police. Torres-Cruz is the son of the victim's landlord, police said.
 
The girl told NBC Connecticut that she noticed a hidden smart phone camera perched on the medicine cabinet pointing directly at the shower. The phone was hidden inside of a soap box. The victim said "her heart stopped" when she noticed the camera. The victim then notified her family, who contacted the police.

She said she was home alone when she found the camera. According to police, the cell phone captured several victims in the shower.

Torres-Cruz is charged with voyeurism and risk of injury to a minor. He's being held on a $50,000 bond at the East Hartford Police Department and will appear in a Manchester court on Monday.

The victim and her father said they are waiting for the court proceedings to decide whether or not they'll move.

Torres-Cruz is originally from Peru and is in the United States on an immigration visa, officials said. He taught himself English and is in his final year of the University of Connecticut, where he is studying business.
