Cops Look into Link Between Exposed Man, SCSU Case: Report

His pants were open when cops stopped him for a headlight issue, and there was a missing preteen in his car, cops said.

Hamden police stopped Evans Phiri’s car on Fitch Street  around midnight on Thursday because his headlights were off, police said. But that was apparently the least of what was wrong .

His genitals were exposed, he was shoeless and shirtless and a 12-year-old New Haven resident, who was earlier reported missing, was in the car, police said.

Police tell the New Haven Register that they are looking into whether there is a connection between this case and an alleged sexual assault last week in the parking lot of Southern Connecticut State University.   

Phiri, 23, of Hamden, was charged with risk of injury to a minor and failure to illuminate headlights.

He was detained on a $100,000 bond and is scheduled to appear in court in Meriden on April 23.

The Southern Connecticut State University police department is continuing this investigation.
