A 27-year-old Torrington woman has been charged with risk of injury to a minor.
Police said the victim is a 19-month-old boy who was under her care at the time. He sustained several deep wounds from his brother biting him.
Candra A. Hescock, 27, of Torrington, was arrested at her home around 6:30 p.m. on Jan. 7.
It was that trip to the emergency room that prompted a criminal investigation into Candra Hescock.
“We saw police come and cuff her and take her away,” said Bonnie Starr. She lives next door to Hescock and watched her get arrested Tuesday at her home on James Street. “It makes me kind of nervous,” Starr added.
Police started investigating in September when the state Department of Children and Family Services notified authorities about possible risk of injury to a minor.
Hescock brought her 19 month old to the hospital because her 2 -year- old son badly bit the 19-month-old's ear and he needed stitches.
The arrest warrant showed once the child was examined, he had 11 fresh bite marks all over his body. Older, similar wounds were visible and still healing.
According to investigators, the biting went on for a month and they claimed Hescock knew about the injuries and never treated them.
“It’s very alarming…to let your children bite each other, that’s bizarre,” said neighbor Doug Palladino.
Doctors who treated the child were alarmed too. In court documents, they said they had never seen anything like this, and there were so many bite marks on him they asked his mother how this was even possible.
NBC Connecticut went to Hescock’s home to get her side the story since she was out of jail, but she wouldn’t come to the door. Police said she told them her son would bit his brother because they were fighting over toys.

Detectives told NBC Connecticut she didn’t do enough and now she’s facing criminal charges.
Court documents said her children were staying with their grandparents in Danbury.
Hescock was charged with one count of risk of injury to a minor.
She was held on a $50,000 court-set bond and was arraigned in Bantam Superior Court on Jan. 8.
