Murder Victim's Family Sues 3 Connecticut Towns

Two years ago, a young Connecticut woman was murdered by her ex-boyfriend. Now her father is suing the town of Plainville, on the grounds that police didn't do enough to protect his daughter.

According to the Bristol Press, Alvin Notice's lawsuit claims that his daughter Tiana “did everything in her power to persuade police to protect her from (James) Carter based on his persistent threatening conduct” but that police didn’t take her seriously.

The suit also names nine local police officers as well as former Chief Daniel Coppinger, who now lives in Florida. The suit also names the city of Waterbury and the town of Bloomfield. Tiana Notice was working at Post University in Waterbury at the time of her murder, and Carter lived in Bloomfield. Tiana’s mother has said that the day of the murder, she told Waterbury police that she didn’t want her daughter “to become a statistic”, the paper reported. 

The lawsuit says that after Tiana broke up with Carter in the fall of 2008, he immediately began harassing her. He slashed her tires and sent threatening emails that said things like, “You are going to lose everything,” and “Punishment is on its way.”

She took out a restraining order on Carter in January, 2009 but police didn’t enforce it when she complained to them.

Alvin Notice is suing for compensatory damages, interest and costs and “other relief the court deem just equitable and proper”, the paper reported.
