Middletown police arrested a man after finding a dog locked in a 113.9-degree car for 13 hours without food or water on June 25.

Emiliano Badillo Jr., 18, was arrested at 143 Liberty Street in Middletown after police discovered a small dog panting heavily in Badillo's locked car. The car's windows were only open a few inches, and the dog appeared to be in distress, police said.

Police said the ambient temperature was 95 degrees and the humidity was at 83 percent.

Badillo was charged with cruelty to animals on July 2 and is due in court tomorrow at 9 a.m.
