East Hartford Brothers Arrested on Heroin Charges

Two brothers have been arrested on charges of possessing heroin with intent to sell. One of the men is on parole following a drug conviction.

The Journal Inquirer reports that 44-year-old Luis Andino and 45-year-old Edwin Andino of East Hartford were charged with possession of narcotics and possession with intent to sell.

Luis Andino is scheduled to appear in Manchester Superior Court Tuesday after pleading guilty in March to possession with intent to sell following a Nov. 7 arrest.

Judge Stanley Fuger told Luis Andino it's unlikely he would only receive a one-year prison sentence after Luis said the drugs discovered by police were his and not his brother's.

Edwin Andino had been out on special parole as part of a 2007 sentence on charges of criminal possession of a firearm and other charges.
