As rain filled the streets and swelled rivers, people in several towns were evacuated on Monday.
Westport emergency crews used a reconditioned military vehicle to get through high waters and check on residents.
Several residents called the fire and police departments to see if they should be evacuated because of the rising river and additional firefighters were brought in to help and go door-to-door to assess hazards and offer to remove occupants and take them to a shelter at the Westport Senior Center.
Three residents were taken to the shelter and CL&P shut off power to three houses that had major flooding in the basement.
In Southbury, about two-dozen homes were evacuated at Cedar Land, River Trail and Flood Bridge and Manor Ridge.
Three firemen went house to house in the bucket of a pay loader, put life vests on residents and got everybody out, Ed Groballi, of Southbury, said.
At one point, three water rescue operations were going on concurrently in three different parts of town, Brian Jones, of the Southbury Volunteer Fire Association, said.
Gov. Dannel Malloy activated the Emergency Operations Center on Monday morning in the case that towns and cities need assistance for flooding conditions, Emergency crews have been monitoring conditions across the state and the military department placed equipment and troops in areas of the state that are expected to receive the brunt of the flooding.
About seven families in Oxford will be out of their houses for at least a couple days, the Monroe Patch reports.

People were also removed from houses in Kent, New Milford, Southington, Weston and Shelton.
Four residents, including a 93-year-old woman, were rescued from a home on Curtiss Street in Southington around 5 a. m. after 2 feet of water covered the road. Fire crews also rescued two other adults and an infant from that house. No one was injured, fire officials said.
A handful of homes on Grove Street in New Milford were evacuated overnight because of a mudslide caused by rising waters of the Housatonic River that flooded the road.
Residents from two homes in Kent were evacuated because of Housatonic River flooding.
In Weston, a family was evacuated from their Lyons Plain Road home because it was flooded with 5 feet of water, according to the Weston Forum.
Fire officials also evacuated Indian Wells Road in Shelton because the Housatonic River overflowed and is flooding houses.
The McConney Grove area of Derby was evacuated because of rising water from the overflowing river.
