Foley Tours New Britain With Mayor Stewart

Republican gubernatorial candidate Tom Foley says he's still crafting his urban agenda policy, saying it's important for Connecticut to help cities address high unemployment, a large educational achievement gap and affordable housing needs.

In March, Foley said his campaign was developing a plan. He was visiting with city residents to get feedback. On Monday, Foley continued that mission, visiting local officials and shop owners in the "Little Poland" section of New Britain.

Foley, who faces a GOP primary, said the "backbone" of his plan includes school reforms such as intra-district school choice. He's also proposing special enterprise zones for economic development that abide by a statewide municipal code.

Democratic spokesman Devon Puglia said Gov. Dannel P. Malloy has been "a steady leader" for cities and "Foley would take us backward."
