Hamden Imposes Student Housing Moratorium Due to Partying, Other Problems

Hamden officials said they've imposed a one-year moratorium on new permits for off-campus college student housing because of loud partying, parking problems and other issues bothering local residents.

The town’s Planning and Zoning Commission approved the moratorium on Tuesday night and it will go into effect on May 15.

Hamden is home to Quinnipiac University and the Paier College of Art, and Southern Connecticut State University is in nearby New Haven. Off-campus property owners in Hamden who want to rent to students must obtain student housing permits from the town.

Assistant Town Planner Dan Kops said the moratorium won't affect the existing 223 permits, most of which involve Quinnipiac students. He said town officials will be reviewing local housing regulations during the moratorium to see if improvements can be made.
