Several crashes slowed the morning commute as heavy rain came down on Wednesday morning.
Power was out for around 2,000 residences and businesses at the hight of the storm.
The highways were a mess on Wednesday morning and Interstate 84 East was closed in Hartford for around 10 minutes after a spinout. A tractor-trailer jackknifed on Route 9 North, closing the exit 27 ramp to Route 72.
An 18-whller went off the embankment from Interstate 95 North in Fairfield onto Meadow Street, trapping the driver. Firefighters extricated the driver, who was transported to the hospital.
Route 9 North has been congested in Middletown between exits 12 and 18 and traffic is also backed up on the westbound side of the Arrigoni Bridge.

In Trumbull, wires came down on Strobel Road, near Doe Hollow Drive. Officials said a transformer blew and the road was down to one lane.
Wires also came down at Petticoat Lane and Route 84 in East Haddam.
In Hartford, a tree came down onto wires near 49 Mansfield Street.
In Berlin, a car crashed into a Crane Pond and the shoulder of the road was blocked.
In Waterford, there was minor flooding at Great Neck Road and Route 156 and Gardeners Wood Road at Route 156, but all roads have cleared and police are reporting no problems.
