Man and Aunt Arrested in Drug Bust at Middletown Apartment

Allen and Barbara Lugo were reportedly found with heroin, cocaine and crack cocaine.

A convicted felon is facing more charges, accused of dealing drugs at an apartment near a Middletown elementary school.

Allen Lugo, 30, was arrested Tuesday at 176 Pearl Street in Middletown, the apartment where he was staying with his aunt. Resident complaints and extensive surveillance led police to the apartment to investigate suspected drug trafficking there.

The apartment is located within 1500 feet of Macdonough Elementary School, and Lugo is a felon charged with burglary and possession of stolen property in New York state, police said.

Police arrived at the apartment around 6 p.m. May 6 to find several people apparently buying drugs. One of the men was found with four heroin bags and told police he had been buying from Lugo for about three months.

Investigators entered the apartment around 6:30 p.m. and found Lugo and his aunt, 51-year-old Barbara Lugo, inside.

Police searched the residence and found a plastic bag containing heroin in Lugo’s jacket pocket. The search also turned up about 3.2 grams of cocaine in a cardboard box in Allen Lugo’s bedroom, a digital scale coated with cocaine residue, heroin in Allen Lugo’s bedroom drawer, drug paraphernalia including plastic bags, packaging materials and elastics and needles; five cellphones and five crack cocaine smoking pipes.

Allen Lugo was found with about 3.1 grams of crack cocaine in his pants pocket, along with four bags of heroin and a large amount of cash.

He led police to the storage unit he rented at Ace Hardware. Inside, police found a black backpack containing phones and drug paraphernalia; a black suitcase with heroin, money and a Cobra Ent of Utah .32-caliber two-shot model C32 handgun with three rounds of ammunition inside.

Also in the storage unit were two flat-screen TVs, a Nintendo Wii and a bag of coins. Police said Allen Lugo is unemployed and they believe the electronics were purchased with drug proceeds.

Police confiscated a total of $1,170 worth of heroin, $320 worth of cocaine and $310 worth of crack cocaine.

Allen and Barbara Lugo were both arrested and taken to Middletown Police Headquarters. Police said Barbara Lugo admitted to using drugs but denied selling them and said she wasn’t aware Allen Lugo was selling them either.

Allen Lugo was charged with possession of narcotics, possession with intent to sell, possession of narcotics within 1500 feet of a school zone, possession of drug paraphernalia within 1500 feet of a school zone, sale of narcotics and criminal possession of a handgun.

His bond was set at $350,000 and he was scheduled to appear in court Wednesday.

Barbara Lugo was charged with possession of drug paraphernalia in a school zone. She was released on a $25,000 bond and is due in court May 20.
