1 Dead, 2 Critically Injured in Shooting During Carjacking in Hartford: Police

One person is dead and two others are critically injured after multiple shots were fired near the Lofts on the Park in Hartford Monday afternoon.

Officers were called to the area of 1429 Park St. at about 3:15 p.m. after getting reports of multiple shots fired.

Police found a man, later identified as 23-year-old Jahziel Phillips-Ray, of Hartford, unresponsive in the apartment building's parking lot. He was suffering from apparent gunshot wounds and was later pronounced dead.

A second man, who police believe was the victim, was found next to the building and was also suffering from gunshot wounds, police said. He was taken to an area hospital and is listed in critical, but stable condition.

While officers were on scene, investigators said an area hospital notified dispatchers of a third man suffering from gunshot wounds arriving for treatment. He was dropped off by private vehicle. The man is also listed in critical, but stable condition.

A homicide is under investigation on Park Street in Hartford Monday.

According to police, it appears that the incident began as an attempted carjacking where two of the men approached a vehicle with guns pointed at the driver, who was entering the vehicle. The driver retrieved his own gun and engaged the suspects. Authorities said the driver was struck by return fire.

Investigators said one of the suspects was fatally wounded and the other, later identified as 22-year-old Joseph Ray, of Hartford, is expected to survive.

Police said Ray and Phillips-Ray are brothers.

Ray was placed under arrest and is currently in police custody until he is released from the hospital. At that time, the booking process will be completed. Ray is facing charges including criminal possession of a firearm, robbery, conspiracy to commit robbery, assault, conspiracy to commit assault and criminal attempt to commit murder.

Hartford Police Lt. Aaron Boisvert said there's usually not a lot of crime in the area.

"This area of Park Street doesn't see too much crime. But it did today," Boisvert said on Monday.

Those who live in the area wonder if they need to protect themselves and if it's worth going out.

“I’m not surprised because they are not scared if it’s daytime or nighttime or who is around. Kids getting off the bus at 3:30 in the afternoon and these guys are shooting at that time," Alex Santana, of Hartford, said.
