Rep Wants Hearing on Prison Assault

Before a death row inmate “sucker punched” a prison captain, the captain wanted to shackle him but was denied, State Rep. Karen Jarmoc said in a news release issued on Wednesday.

Now Jarmoc wants a legislative hearing to investigate how death row inmates are being managed

The inmate was being moved to a cell on Monday at Northern Correctional Institution in Somers when he attacked the prison captain and four other people.

While prison officials have confirmed some details of the attack, they have not identified the inmate but Jarmoc identified him as Daniel Webb, who is on death row for killing a bank executive Diane Gellenbeck in Hartford in 1989.

A prison official on Monday told The Associated Press that Webb punched the captain in the face at least twice, and that staff found a bottle of feces, urine and hot sauce inside Webb's jumpsuit.
