Teen Inmate Found Dead Inside Cell at Juvenile Institution

A teen inmate is dead after being found unresponsive inside his cell at a juvenile detention facility in Cheshire.

The Department of Corrections says Shaquan Welfare, 17, was found on his bunk at the Mason Youth Institution in Cheshire about 5 p.m. on Monday during normal rounds at the facility.

 CPR was given and Welfare was transported to the hospital, where he was pronounced dead at 5:41 p.m., authorities said.

The teen's cause of death is under investigation. Prison officials say at this point there is no indication of foul play or suicide.

The facility was placed on lockdown status, according to the Norwalk Hour.

Welfare was shot twice in Norwalk in two months and was being held at Mason Youth Institution on gun charges, the Hour reports. 

Welfare was shot on Woodward Avenue in February and in January at the east Norwalk bar, Enigma. 

On Jan. 16, he was struck by a stray bullet in the upper right leg during a melee in front of Enigma, police said.  The shooting led to Enigma's liquor license suspension, which was reinstated on Saturday, the Hour reports.
