Two dozen animals were seized from farms at 707 Hanover Road and 705 Westfield Road in Meriden.
Local officials and the state Department of Agriculture have been investigating since August 2010 after a resident complained about the condition of the animals and the animals were seized on Friday.
Investigators have visited the properties in the past but the seizure comes because of fear the animals were in imminent danger, officials said.
The state department and Meriden police and animal control seized 10 mature horses, one adult mini-horse, five rabbits, three dogs, two cats, two goats and a duck.
