Gov. Dannel Malloy has re-opened the Merritt and Wilbur Cross parkways to traffic, but urges people to stay off the roads.
He has also lifted the ban on tractor-trailer traffic on Connecticut roads.
The City of Norwich Emergency Management has issued a notice that all Norwich roads will be closed to non-essential personnel.
"We're only responding to life-threatening situations and nothing more," Mike Hughes of Norwich Public Utilities said.
He is also asking drivers to stay off the roads.
