Woman Charged in Hit-and-Run That Killed Woman in Wheelchair

A woman has died and man is hurt after a hit and run.

A New Britain woman has been arrested and charged after a hit-and-run in Hartford early Thursday morning that killed a 49-year-old woman who was in a wheelchair and critically injured a 59-year-old man. Police said the suspect was arrested after a witness followed her onto the highway and state police took her into custody.

Police were dispatched to the area of Park and Washington streets at 1:42 a.m. after the two people were struck and they found both victims in the road with serious injuries.

Police identified the woman who was injured as 49-year-old Madeline Feliciano, of Hartford, and the injured man as 59-year-old Oscar Ramos-Garcia, of Hartford.  

Both victims were transported to the emergency room at Hartford Hospital and Feliciano was pronounced dead at the hospital, police said. Ramos-Garciais in critical condition.

Police said a witness followed the Acura MDX SUV onto Interstate 84 and State Police stopped the vehicle on Interstate 84 West, near exit 39.

Police identified the suspected driver as 34-year-old Raquel Vasquez, of New Britain. She was charged with operating under the influence,  evading responsibility resulting in injury, evading responsibility resulting in death, manslaughter in the second degree with a motor vehicle, assault in the second degree, reckless endangerment, reckless driving and operating an unregistered motor vehicle. Bond was set at $400,000.
