Teen Sues Waterbury Over Sex Assault Claim

A 17-year-old boy claims that a now-retired Waterbury police officer handcuffed him during an attempted sexual assault in 2006, and now a New Haven attorney has filed suit against the city, according to an article in the Republican-American.

The teen told police that Officer Stephen Flanigan handcuffed him during an attempted assault by Charles Fullenwiley at Fullenwiley's now-defunct electronics store in Waterbury. Fullenwiley used zip ties to restrain children in a back room of his shop while he assaulted them with a sex toy, police said. Fullenwiley was sentenced last week to 40 years in prison.

The lawsuit alleges the city of Waterbury was negligent in hiring and supervising Officer Flanigan. It was filed earlier this month and seeks unspecified damages.

Flanigan has not been arrested. An internal affairs investigation found the allegations unsubstantiated and he has retired.

The name of the 17-year-old who filed the lawsuit has not been released.
