West Haven police have arrested a 26-year-old man accused of masturbating in the parking garage of his West Haven apartment building.
Just before 6 p.m., undercover West Haven police officers saw a man leaning up against a concrete support beam of the parking garage at 1 Campbell Ave, placing his hands down his shorts and fondling himself, police said.
Police identified the man as James Roberts and said he was staring at three young females walking across the street from the parking garage as he displayed his penis from his shorts and began masturbating.
Patrol officers apprehended Roberts as he attempted to walk back in his building.
Police said there was a short struggle, but Roberts was quickly subdued.
Roberts was arrested and charged with breach of peace, interfering with police and public indecency.
According to police, Roberts has an extensive criminal history, which includes similar arrests, arrested in several other states and pending cases for these types of criminal acts, including one in New Milford in March 2011.
Bond was set at 10,000.
