Impaired Wrong-Way Driver Caused Crash on Route 9 in Berlin: Police

A Newington woman who was driving the wrong way on Route 9 in Berlin and crashed into another vehicle was driving while impaired, according to state police.

Police said 24-year-old Wissam Moughanim, of Newington, was driving a 2016 Honda Civic LX south on Route 9 northbound near exit 23 when he collided with a Honda CR-V going in the correct direction at 1:58 a.m. Friday.

Moughanim failed a field sobriety test and was charged with DUI, wrong-way driving, reckless driving and second-degree reckless endangerment.
