Secretary of State John Kerry on Thursday urged the U.N. Security Council to pass a binding resolution on Syria next week and said U.N.'s report confirming that a large-scale chemical attack killed hundreds of people in Syria last month "strengthens the case" for it. "Time is short," Kerry said in a statement. "Let’s not spend time debating what we already know." Under the accord reached by the U.S and Russia, Syria must provide a full catalog of its chemical arsenal and allow U.N. inspectors to start working no later than November. It envisions the elimination of Syrian chemical weapons by the middle of next year. Earlier Thursday, Russian President Vladimir Putin said he could not be certain that a plan for Syria to hand over its chemical weapons for destruction will be completed. “I can’t say whether it will be possible to finalize these projects, but all that we have seen is reassuring that it will be done, Putin said.
