Man Nabbed With Cell Phone-Stun Gun: Cops

What smelled like marijuana was K2, police said.

A New Haven officer who was assisting with an investigation thought something was unusual when he spotted an odd-looking cell phone in a car another officer stopped, and he was right.

The officer picked up the phone and realized the dial pad was fake, police said.

When the officer pressed a button on the side of the phone, he learned that the phone was not a phone at all. It was a high-voltage stun gun that emits an electrical charge from two probes on top of the phone, police said.

An officer originally stopped a car around 3:20 a.m. at Washington Avenue and Ella T. Grasso Boulevard that was missing a plate, police said, and smelled something like burnt marijuana coming from the car. It turned out to be “K2,” police said -- an “herbal incense” that works like marijuana, but is legal.

Police arrested the driver, William Hall Jr., a convicted felon who officers said had a suspended driver's license.

Hall was charged with possession of an electronic weapon, weapon in a motor vehicle, operating a motor vehicle under suspension and failure to display a marker plate.
