Report Faults Response Before Woman Drowns

Two Westbrook town constables were informed last June that a woman might need medical help but didn't try to find her, despite being only a minute's drive away, a Connecticut state police investigation has found.

The woman, Elsie White, 68, was found dead from an accidental drowning the next day.

The two constables, Robert Powers and Rhea Milardo, were fired Wednesday.

State police released their internal affairs investigation report Thursday. It says the town's tax collector told the constables about a woman acting strangely, but Powers asked a dispatcher to send another constable and the dispatcher forgot to.

The dispatcher was suspended for 10 days.

A union lawyer for the two constables said he's filing grievances for discipline without cause.
