Man Sexually Assaults Girl While Watching Her for Surprise Party Planning: Cops

Norwich police have arrested a Baltic man who is accused of sexually assaulting a 12-year-old girl while he was watching her so her mother could plan a surprise birthday party for the girl.

After an extensive search involving multiple agencies, police arrested Greg Butts, 44, of Baltic, in connection to a sexual assault reported in March.

Police said the victim suffers from a traumatic brain injury and she reported that Butts sexually assaulted her in his home. 

On March 30, the case was sent to the major crime squad and police spoke with a parole officer, who said several conditions had been imposed on Butts' parole, including that he was to have no unsupervised contact with minor children with the express permission of the parole officer,  according to the arrest warrant application. 

Police also learned that Butts had failed to make an appointment with his parole officer and said he was not going back to jail, was on the run and had turned off his cell phone to elude authorities, police said. 

After Eastern District Major Crime Squad Detectives out of Troop E in Montville obtained a warrant for his arrest, Norwich police conducting routine patrols saw a black 2015 Mazda 5 with New York plates GPP4717 matching the suspect's vehicle description in the Holiday Inn parking lot in Norwich.

Police kept the car under surveillance in the event the driver returned to the car. When he did at 8:30 a.m. on Saturday, police identified him as the sex assault suspect and placed him under arrest.

Police charged him with two counts of first-degree sexual assault and two counts of risk of injury to a minor.

He was held in the custody of parole and probation and turned over to state troopers from the Troop E state police barracks in Montville for booking.

State police and parole officials all assisted with the search and apprehension of the suspect.

He is being held in custody in lieu of a $250,000 court-set bond and is scheduled to appear in Norwich Superior Court on Monday.

Police said he has prior arrests for fourth-degree sexual assault, risk of injury to a minor, first-degree stalking,  assault on a police officer, third-degree burglary and first-degree harassment.
