Convict Flees From Cruiser in Hartford

The man was handcuffed and somehow escaped.

A handcuffed man serving time for robbery escaped from a state police cruiser that had been parked in front of a halfway house in Hartford and state police are looking for him.

Luis Delgado, 41, of Hartford fled the cruiser early Saturday morning. A trooper took him into custody after an investigation at the Cheney Halfway House, where Delgado had been sent to complete his sentence, police said.

Delgado had been handcuffed inside the police cruiser, but somehow managed to break free while the officer was inside the home, police said.

Police used dogs to search for Delgado, who they say has ties to both Hartford and Lebanon.
